COMPARISON OF PROFESSIONAL TRAINING OF PUBLIC SERVANTS IN SERBIA AND SELECTED COUNTRIES
 
Abstract: Th e paper presents the experiences of Serbia and selected European Union countries in the fi eld of professional development of civil servants as one of the most important factors in the reform processes of professionalisation and depolitization of the public sector. Th e performed comparison showed that the professional  development of public servants in the observed countries has certain similarities, but also diff erences. Similarities relate fi rstly to the already established general consent to the treatment of this area as an important development factor for each state, then in the organization of management of professional development, as well as  the technology of that performance with the accompanying evaluations. It was noted that the professional development of civil servants in the Republic of Serbia is still not being given the necessary attention in higher education, while signifi cant improvements have been made in terms of improving the form of professional development through training and seminars. As for the technology of the observed professional development, it is in Serbia in the stage of constitution, and the expectations are that the latest amendments to the laws will improve this area. Th e signifi cance of this contribution should be achieved through the work of the National Academy of Public Administration, as newly established centralized institutions entrusted with all expert and related executive and other state administration tasks related to the preparation, organization, monitoring and evaluation of the program of professional development of employees in public administration.

Sažetak: Osnovna ideja autora ovog teksta bila je da se funkcija stručnog usavršavanja sagleda sa pozicija aktuelnih potreba državnih organa, kako kroz prikaz aktuelnog stanja i komparativnog sagledavanja prakse zemalja Evropske unije, tako i sa pozicije bližeg istorijskog nasleđa, imajući u vidu da je ovo pitanje bilo tema  zakonodavnih rešenja i u vreme epohe socijalizma. Analizom teorijskih pretpostavki, zatečenog stanja i planiranih aktivnosti u cilju unapređenja u ovoj oblasti, želelo se ukazati na značaj stručnog usavršavanja zaposlenih u državnim organima, kao osnovne predpostavke za kvalitetnu reformu javne uprave u Republici Srbiji.
Sticanje znanja, unapređenje kompetencija i veština javnih službenika nužan su preduslov za osavremenjivanje javne uprave. Dobro obučeni javni službenici postaju garant kvalitetne javne uprave u službi građana. Time se postižu još dva cilja: stvaranje dobre, efi kasne i jeftinije javne uprave, koja će svim građanima ponuditi punu  pravnu predvidljivost i izvesnost u ostvarivanju njihovih prava. Komapracija koja je izvršena u ovom radu pokazala je da su reforme koje su prethodnih godina sprovedene u okviru institucionalizacije i načinu fi nansiranja stručnog usavršavanja državnih službenika u Republici Srbiji doprinele da se ova oblast značajno približi praksi eevropskih zemalja.
