Sažetak: Interesantna su saznanja do kojih se dolazi istraživanjem i preispitivanjem načina upravljanja ljudskih resursa u našoj užoj regiji- gradu. Upravljanje ljudskim resursima u svakom poslovnom sistemu postaje potpuno različito od dosadašnjeg. Ono se više ne shvata samo kao puka funkcionalna aktivnost već i kao nova poslovna fi lozofi ja koju treba provoditi na svim menadžerskim nivoima. U ovom vijeku ljudski resursi nisu samo ključna konkurentska prednost svake organizacije, nego i svake zemlje. Cjelovito, koherentno upravljanje ljudskim resursima organizacije u cilju osiguranja maksimuma dodane vrijednosti i najboljeg pozicioniranja za ostvarenje organizacijskih strategijskih ciljeva, u širem smislu direktno vodi prema opštem društvenoekonomskom razvoju i napretku.Jedna od ključnih funkcija upravljanja ljudskim resursima jeste rasprostiranje različitih komponenti strategijskog plana na sve zaposlene u organizaciji. Značajna funkcija upravljanja ljudskim resursima može i treba da bude obezbjeđivanje informacije o strategijskoj spremnosti ljudskog kapitala – o tome da li i u kolikoj mjeri raspoloživi ljudski resursi imaju zahtijevana znanja, vještine i motivisanost za podržavanje i sprovođenje strategije organizacije. Nema efi kasnog strategijskog upravljanja ljudskim resursima bez podrške informacionih tehnologija i informacionih sistema. Razvoj informacionih tehnologija i informacionih sistema dramatično mijenja upravljanje ljudskim resursima. Strategijska spremnost informacionog kapitala (IT i sistema) je najsmislenija mjera vrijednosti informacionog kapitala organizacije. Najviše se raspoloživost informacionog kapitala u upravljanju ljudskim resursima mjeri nivom razvijenosti onlajn sistemima transakcione obrade, bilo da je riječ o modulu nekog ERP sistema, ili da je riječ o HRIS-u (engl. Human Resources Information Systems). Druga tehnologija, koja ima još veći strategijski značaj, je BI (Business Intelligence) tehnologija i BI sistemi podrške odlučivanja. Poseban izazov je da se ispita stanje i mogućnosti razvoja ljudskih resursa u profi tnim i neprofi tnim institucijama u našoj užoj regiji. Ovim naučnim radom pokušaće se steći nedostajuće informacije o sadržaju i načinu upravljanja ljudskim resursima, u profi tnom i neprofi tnom sektoru, posmatranom u kontekstu informacionih sistema.

Abstract: Interesting knowledge is gained by researching and re-examining how human resources management works in our region - the city. Human resource management in every business system becomes completely diff erent from what it has been. It is no longer understood only as a mere functional activity, but as a new business philosophy to be implemented at all managerial levels. In this century, human resources are not only the key competitive advantage of any organization, but of every country. A holistic, coherent human resource management of the organization in order to ensure the maximum value added and the best positioning for the achievement of organizational strategic goals, in broad terms, leads directly to general socio-economic development and progress. One of the key functions of HRM is to spread the various components of the strategic plan to all employees in the organization. An important function of human resources management can and should be to provide information on the strategic readiness of human capital - whether and to what extent available human resources have the required knowledge, skills and motivation to support and implement an organization’s strategy. Th ere is no effi cient strategic management of human resources without the support of information technologies and information systems. Th e development of information technologies and information systems dramatically changes the management of human resources. Th e strategic readiness of information capital (IT and systems) is the most meaningful measure of the value of the information capital of the organization. Th e greatest availability of information capital in human resources management is measured by the level of development of online transaction processing systems, whether it is a module of an ERP system, or that it is HRIS (Human Resources Information Systems). Another technology that has even more strategic signifi cance is BI (Business Intelligence) technology and BI decision support systems. A particular challenge is to examine the state of and opportunities for the development of human resources in profi t and non-profi t institutions in our narrower region. Th is scientifi c work will attempt to obtain the missing information on the content and method of human resources management in the profi t and non-profi t sector, observed in the context of information systems.
